Scully, 58, has been director of the Oklahoma Bureau of Narcotics and Dangerous Drugs commission for the past three years.
He was named to his new post this week by Gov. Kevin Stitt.
A graduate of Schulter high school, Scully was a member of the Oklahoma City police department for 32 years and had been deputy chief there. He holds a Bachelor of Arts in the Management of Human Resources and a Master of Science in Management from Southern Nazarene University.
The governor said Scully was named in part for his experience in public safety and reputation in building teams and as a successful leader.
He replaces Rusty Rhoades as DPS commissioner. That agency is in charge of the Oklahoma Highway Patrol and controls drivers licenses.
