Police chief Steve Norman said officers were called to a house in the 500 block of West Ragan Thursday morning. They said the front door of the house was open and Kelley was seen standing in the living room.
“When officers identified themselves, Kelley began yelling and motioning the Officers to fight,” Norman said
“The officers knew he didn’t belong in the home and told him to get on the floor. He refused and, although a taser was used to try and get him under control, he started fighting with officers.”
Norman said it took some ten minutes to get him under control. Kelley appeared to be high on some type of stimulant and was able to fight relentlessly,” Norman said.
While the officers were fighting with the suspect, the homeowner woke up and came into the living room. She was terrified but unharmed.
